Ketones are made by liver mitochondria. Β oxidation of fatty acids is the REAL first step of Ketone production. When Fatty Acid -> Acetyl CoA, HMG CoA Synthase makes it into Acetoacetate. The ketone can then go to mitochondria of Muscle, Renal Cortex, Brain and can become Acetyl CoA.
