The equation for a circle is

[tex](x - h)^{2} + (y - k)^{2} = r^{2} [/tex]

(h, k) is the center

You find what numbers make the equation

Since x is not subtracted from anything h = 0

Since k is positive k is the negative of that number

The equation is [tex] (x - 0)^{2} + (y - -9)^{2} = 25[/tex]

The center is (0, -9)
