were isolated during the Industrial Revolution, and when Matthew Perry proposed a treaty for trade/economics, they were happy to industrialize. They did so progressively under the rule of Emperor Meiji.

Japanese leaders wished to quickly industrialize in the 1800's because they feared encroaching European influence.
