why is it always cooler by the water on a hot summer day?

1. evaporation causes cooling, similar to why sweating cools you off.
2. the cool water cools the air above it, contrasting with the hot air, this produces currents and wind which will cool you off. 
I'm not sure which of those two, but one of them, if not both.
