1)separate the sugar+pepper from the rocks by washing rocks with water and collect all water rinsed off the rocks. 2)with the water from step 1, pour it through a filter with holes smaller than the pepper and again collect the water. 3)boil the sugar-water mixture until all water has evaporated.
