What Mr. Kling has is CONCEPTUAL DISORGANIZATION. It can be understood as giving answers verbally that are incoherent or irrelevant, drifting off the subject, using neologisms ( new words that are used but have not been accepted totally yet) or repeating certain words or phrases.
