Formed by the Convention, the governing body of radicals, the Committee of Public Safety had the duty of dealing with threats to France. Since there were so many in this time of unrest, they were given nearly absolute power. The leader of the Committee explained that terror was needed to protect and further the Revolution, which was enough for the Convention.
