One way to tell if an electrical breaker is typically bad is when you flip the breaker and you do not hear that classic 'click' sound, but rather just something similar to flipping a lightswitch on and on.
Your electric breaker can be either 1) Being set off immediately upon use or 2) Not being set off immediately when it needs to. It could be overloaded, or even have a short circuit.
