Why did the New Deal seek to solve the problems of the Depression through public works, rather than the dole?

The New Deal created jobs and sponsored Public Works Projects. FDR explained to American people that his new deal Program would seek to deliver Relief, Recovery, and Reform. While they didn't end the Depression, the New Deal's experimental programs helped American people by taking care of their basic needs and giving them the dignity of work and hope.
