4*(-2-(-4))^4=4*2^4=4*16=64

To answer, directly substitute to the given polynomial the given values of x and y which are -2 and -4, respectively. 
                                      4(x - y)^4 = 4 (-2 --4)^4
                                                      = 4 (2)^4 
                                                      = 64
Thus, the answer is 64. This is letter B of the choices.
