I can't think of any situation that would justify the use of atomic weapons.

Most likely they would be used on civilians in some large metropolitan area like New York or Mexico City or Los Angeles. Who would be the victims of such an attack? Certainly not the military.

Try finding out why Truman was so hesitant about using such weapons on Japan. He did it, but it was not without some debate.
