f(x) = a(x - (-2))(x -  (-9))   where a is some constant.

As we want any quadratic function with theses zeros we  can let a = 1 so:

f(x) = (x + 2)(x + 9)

f(x) = x^2 + 2x + 9x + 18

f(x) = x^2 + 11x + 18.
