Why might the size of the Roman Empire be a problem for roman administrators?

It was very difficult for Roman administrators to keep everything under control in such a big area with no technology of quick communication. Some of the greatest concerns of Roman adminiastrators were maintaining the census are keeping written records of what's going on in the Empire.
