Answer:

Rahim is trying to express to Amir that someone who doesn't use or exercise the talent that God so graciously gave them is a waste to society and a waste of a gift. A special talent that a person was given or simply learned was made for a pulpous to fulfill whatever is needed from that particular gift. Not putting a talent to use makes it ultimatly worthless.
