If you fill the capillary tube all the way to the top, it will become difficult to obtain a sharp melting point.

The melting point of a solid is the temperature at which a solid is changed into a liquid upon application of heat.

If you fill the capillary tube all the way to the top, it will become difficult to obtain a sharp melting point thus it should be filled only  to about 2 - 3 mm.
