In which economic system do producers make economic decisions while following government regulations?

This is fairly ambiguous. Command economies (read communism) have companies follow government mandates. Capitalism allows companies to do what ever. Most economies are a blend of the two, leaning towards capitalism but with gov regulation making sure producers aren't doing anything unethical.
