The question that the speaker of "The tyger" asks over and over again is "What immortal hand or eye could frame thy fearful symmetry?"
The question is there to state that the tiger is so beautiful, almost perfect, but that it is also quite dangerous and scary. It is implied that he was created by the Devil to be perfectly alluring.
