The term circumscribed means to limit, to restrain, or to surround. The figure circumscribed another figure means it is outside of that figure. On the other hand, the term inscribed means to draw the figure within another. This means that it should be inside another figure. 

The given descriptions above are the exact opposite of the true meaning. Hence, the answer to this item is FALSE.
