What does “right to life,” used by Jefferson, mean? Has there been, or is there now, any group or class of humans denied that right?

When Jefferson wrote this in the Declaration of Independence he meant that humans are born with a natural right to live life without the constant threat of unjust execution. This was tied into the set of grievances he had with the British Crown. One could argue that there are people in many underdeveloped countries with no legal system that are denied that right.
