Applying the index law [tex]( \frac{x}{y} )^m= \frac{x^m}{y^m} [/tex]
[tex] \frac{2^{-2}}{7^{-2}} [/tex]

Applying the index law [tex]x^{-m}= \frac{1}{x^m} [/tex]
[tex] \frac{7^2}{2^2} [/tex]

Calculating gives [tex] \frac{49}{4} [/tex]
