When world war i broke out, the united states declared its policy of neutrality. was the united states ever neutral in the conflict, and if so?

They were neutral for the time being but the U.S. started to change there minds when GERMANY violated the neutral right and started shooting down boats with Americans and normal citizens and gave GERMANY a warning then U.S found out about the Zimmerman note propose to Mexico and then they joined the war.
