This problem is worded incorrectly, it could be easily misunderstood, for all of Europe, all of Asia, and all of Africa, in this case would be false. However if, "all" just applies to Europe then it is true, since the Roman empire took over Carthage in the Punic Wars, and controlled Byzantine. Hope this helps.
