Write and solve an equation of ratios:

vinegar        0.25           x
------------ = --------- = -----------
dressing       1.00       2 cups

Cross multiply.  We get 0.5=x.  Sue needs to use 1/2 cup of vinegar and 1 1/2 cups of the other ingredient(s).
