I believe this act allowed for the legal extraction of guano from Pacific islands for their rich phosphate content for fertilizer and gunpowder. Alexander von Humboldt first publicized the value of guano as having like 50 times the phosphate of other phosphate deposits when he sent samples of it from Peru to Europe..
