Can a tank of oxygen gas ever be half full

SCUBA divers probably SAY that all the time, but it's
just an expression.

A gas always fills the container it's in.  No matter how little
of it is left, if you take that little bit and transfer it into a bigger
container, the gas spreads out even thinner and fills the bigger
container.  No container can ever be "half full" of gas.
