How is multiplying 0.07 by Ten to the second difference from multiplying 7 by ten two the second

when you multiply 0.07 x 10^2 you get 7, but when you multiply 7 x 10^2 you get 700. This is because the 10^2 added to zeros to the 7's, in the first equation the two zeros made the decimal a whole number, while the other equation made the 7 become 700.
