The League of Three Emperors was a League of the following leaders:

Francis Joseph, of Austria-HUngary
William I, of Germany
and
Alexander II, of Russia.

France was not involved: the correct answer is: France.

The League started in 1873 and ended in 1887: it ended because Austria and Russia had different in interest in the Balkans.
