In Chapter 2
of _The Wizard of Oz_, the Witch of the North (who is a good witch) is having
counsel with the Munchkins. In this
chapter she asks Dorothy about Kansas and whether or not it is civilized. When Dorothy replies that it is, indeed,
civilized, the Good Witch explains to her that because Oz is not civilized, Oz
still has wizards, witches, sorcerers, and magicians because when a country is
civilized, there are none of these present.
