Using the word "URL" would be useful in informal correspondance--when directing people to certain websites, preparing for research on a certain topic, or guiding people through internet use.
It would be improper in formal writing where abbreviations are frowned upon. In those cases, using the full set of words (Universal Resource Locator) would be more proper.
