I think the light bends with an angle smaller than θ with respect to the normal to the boundary surface. this is because glass has a higher index of refraction than air, therefore; the refracted ray will bend towards the normal in the glass. 
When light enters a material with higher refractive index, the angle of refraction will be smaller than the angle of incidence and the light will be refracted towards the normal of the surface.
