y = mx + b

where m is the slope

y = 16x + b

Plug in the point (4,9) and solve for b

9 = 16(4) + b
9 = 64 + b
b = -55

An equation for a line that passes through the point (4,9) and has a slope of 16 is y = 16x - 55.
