Lets just say it rotates, but only every 27 days.
Every moon in the outer space doesn't exactly rotate like the earth would.
Why? well? it would be very odd to have a rotating moon while the earth rotates the sun.
Think about it, The moon rotating while the earth rotates the sun? that would be a little odd. Which is why the moon rotates veerrry slow.
