Many dictators come to powers through coup d'etats and revolutions, and some come to power in a semi-democratic ways, for example Hitler's rise to power was a mixture of democratic elections and manipulation of facts - abuse of the fact that Reichstag was burned, which led the Nazi to introduce emergency decree.
